Are cardboard pallets exempt from ISPM 15?
Yes. ISPM 15 governs solid-wood packaging, so corrugated cardboard pallets fall outside it and need no heat treatment, fumigation or stamp. That removes a customs step and the risk of a wood-related shipment hold.
How much weight can a cardboard pallet carry?
